1377.10 SPECIFIC REQUIREMENTS.
   (a)    All piping outside of fence upon completion of a producing well, shall be of steel and be buried underground a minimum of three feet and shall be of suitable manufacture for underground installation and capable of handling all working pressures applicable. This shall apply not only to the permittee, but also to any individual, group or company having the right to utilize the gas or oil produced.
 
   (b)    All access roads shall be constructed and maintained in a manner to allow access and egress by public safety vehicles under all climatic conditions
 
   (c)    A steel culvert pipe, minimum twenty-four feet in length, shall be put in the drainage swale for access to site, and a gravel roadbed, minimum 100 linear feet from a hard surface road shall be maintained.
 
   (d)    A permittee shall maintain a temporary fence around the drilling site in accordance with good oil field practice. Should a well be a producer, the permittee shall, upon completion of such well, construct a fence around the well pump and tank batteries, separators, drainage pits and other installations or equipment used at oil well installations within the corporate limits of the City. Such fence shall be of chain link and eight feet in height and shall be maintained in good repair. Landscaping and a bond may be required to secure the performance of landscaping requirements where such landscaping is found to be necessary to help assure the compatibility of use with surrounding properties. Such bond shall be approved by the Law Department.
 
   (e)    No waste, sludge, water or effluent of any type where an oil or gas well is being drilled or operated shall in any manner be emptied or drained into any storm or sanitary sewer of the City, or into any open watercourse or into the atmosphere.
 
   (f)    All well pumps shall be operated by electric motors.
 
   (g)    All equipment, including tanks, shall be painted at the time of installing and every two years thereafter.
 
   (h)    The permittee shall clear the area of all litter, rubbish, machinery, derricks, buildings, oil or other substances used or allied to the use of drilling or producing operations, when such machinery or materials are no longer necessary for drilling operations or maintenance of the well. In addition, all drainage pits used in maintenance of the well shall be lined with polyethylene or similar material to prevent seepage. Such pit shall be kept free of sludge and other objectionable substances and shall be maintained in a reasonably dry and clean condition.
 
   (i)    Before any oil shall be stored in any above-ground storage tanks there shall be constructed completely around all such tanks a dike or earthen fill of well-compacted earth of sufficient capacity to store the total capacity of all such tanks so enclosed.
 
   (j)    In the event it shall be necessary to flare the gas from any well, such flares shall be maintained within the required fenced-in area; such gas may be pole flared into a pit in such manner as is permitted by the regulations of the Department of Natural Resources, Division of Oil and Gas for the State of Ohio.
   
   (k)    All drilling rigs shall be provided with two fire extinguishers of not less than twenty pounds, dry chemical and maintained in good operating condition and protected from adverse conditions at all times.
 
   (l)    No material, drilling rigs or other equipment shall be placed upon any drilling site until all necessary permits have been obtained in accordance with City ordinances and the laws of the State.
 
   (m)    All permittees shall, in addition to the regulations set forth herein, comply with statutes, rules and regulations promulgated by any department or division of the State relative to the drilling, operation, maintenance, pulling and plugging of oil and gas wells. Whenever there is a conflict between regulations of the City and any other regulating agency, the more restrictive shall apply.
 
   (n)    The Service Director, Chief Building Official, or Fire Chief shall have the authority upon reasonable notice and at reasonable times to enter upon property where a drilling site is contemplated or where a well is operating or is in the process of being drilled for the purpose of inspecting such site and equipment and any and all other things necessary to assure compliance with the provisions of this chapter.
