(a) The permittee shall supply to the Police Chief and Fire Chief the name, address and telephone number of the persons responsible for the operation and maintenance of each well for which a permit is issued so that some responsible person may be reached at any time in case of an emergency, and such information shall also be posted at the well site.
(b) All fencing, equipment, valves or structures at each location that is secured by some manner of locking device shall all be keyed alike, and a key provided to the Police Chief and the Fire Chief to allow means of access in case of emergency or inspection.
