All permittees shall use care at a drilling site to keep the area around such drilling site free of mud which will be carried on the public streets by any vehicle or other equipment used at the drilling site. Should any mud be carried on the public streets from a drilling site, the permittee shall clean up such street to the satisfaction of the Director of Public Service. The Director of Public Service shall have the authority to direct the permittee to take specific steps to reduce mud at a given location. Failure of the permittee to clean up the public streets to the satisfaction of the Director of Public Service or failure to take steps to reduce mud at a given location as required by the Director of Public Service shall be grounds for revocation of a permit.
