(a) Moving Building. When the owner of any building which is more than eight feet in width and/or more than fourteen feet in height, when loaded for moving, desires to move the building over the City streets, he shall apply to the Chief Building Official for a permit to do so.
(b) Inspection; Other Expenses. Before the permit is issued, and within forty-eight hours of the application therefor, the Inspector shall cause the building to be inspected. If he finds it can be moved safely and in the manner proposed, he shall cause a permit to be issued to the owner upon the payment of a fee and the posting of cash in an amount determined by the City Engineer, to cover the actual City expense involving damage to pavements or other City- owned property, the maintenance of traffic and the removal and replacement of traffic lights when necessary.

(c) Telephone Wires, Utilities. It shall be the obligation of the owner to pay the expense of moving any and all telephone and electric wires, or other utilities or private property involved in the moving operation. Payments and dealings shall be made directly between the owners of the utilities involved and the owner of the building.
