1305.11 FINAL INSPECTION OF ALL BUILDINGS AND STRUCTURES; EXCEPTIONS.
   (a)    The Chief Building Official shall upon application by the owner, make or cause to be made a final inspection of all buildings or structures hereafter erected, constructed, equipped, altered, repaired, added to, or reoccupied. No building shall be offered for rent or sale or occupied in whole or in part, which does not fully comply with the provisions of this Building Code except as follows: (Ord. 175-00. Passed 10-23-00.)
      (1)    Selling Construction Property. After the building has been completely enclosed, rough grading and downspouts completed, plumbing, heating and electrical work completed, all in compliance with the provisions of this Building Code, the property may be sold, provided the purchaser of the property applies for a building permit at the cost of fifteen dollars ($15.00), payable in advance, and assumes all responsibility for the completion of the building and the grading thereafter in accordance with the provisions of this Building Code.
 
   (b)    When the Chief Building Official, upon final inspection, finds the building conforms to the provisions of this Building Code for the intended occupancy, and the grading and drainage of the property complies with the approved plans therefor, he shall issue a certificate of occupancy. No building or structure shall be occupied in whole or in part until the owner or occupant thereof has been issued a certificate of occupancy. Multi-family buildings shall be considered as a single building and shall be reasonably complete for issuance of an occupancy certificate.
