No materials, devices or appliances which fail to comply with the provisions of this chapter, the approval of the Chief Building Official or the Board of Building Appeals, shall be used.
Where it is desired to use a material, fixture, device, construction or other article different from that provided for in this Code, plans, specifications and details shall be furnished to the Chief Building Official for examination and approval. If required by him, actual tests shall be made to prove, to his complete satisfaction, that the material, fixture, device, construction or other article proposed, complies to all intent and purposes with the material, fixture, device, construction or other article described in this Code. Instead of actual tests, satisfactory evidence of tests may be presented for approval, with full particulars of the results and containing the names of the witnesses of the tests.
