In event of an emergency or catastrophe affecting any building or structure and the safety of the occupants thereof or the public generally, the Chief Building Official or Mayor may verbally order immediate evacuation of occupants of all affected buildings or structures or of a specified area, may order streets, alleys and passageways within an affected area closed to all but emergency traffic and may order an immediate disconnection of utility services to the affected area.
No person shall fail to comply with an emergency order.
