The Chief Building Official and his deputies, so far as may be necessary for the performance of their duties, and upon presentation of proper identification credentials, shall have the right to enter upon any building site or premises, any new or unoccupied building, any building under construction, repair, alteration or removal or any building which the Inspector believes is unsafe or a menace to life or limb, or damaged or menaced by fire.
