(a) The Chief Building Official shall be responsible directly to the Mayor, shall work in close cooperation with the Zoning and Planning Commission and shall cooperate with the Service Director in the enforcement of the Zoning Ordinance.
(b) The Chief Building Official shall examine all buildings, in the course of erection, alteration, repair or removal, and shall be charged with enforcement of this Building Code and all other laws and ordinances relating to the erection, construction, alteration, repair, removal and safety of buildings.
(c) The Official shall pass upon all questions relating to strength and durability of buildings, and the quality of materials and workmanship so far as they affect safety, health and sanitation; examine and approve all plans and specifications therefor before a permit shall be issued and shall sign and issue all permits, certificates and notices required to be issued.
(d) The Official shall also issue all stop orders on buildings which, in his opinion, do not conform to this Code.
