The City Building Department shall be under the direct supervision of an Ohio registered architect, an Ohio registered engineer or a superintendent of construction, who has had at least ten years paid experience in building construction, and has been in responsible charge of designs and construction of buildings. He shall be generally informed on the quality and strength of building materials, shall be approved by the Ohio Board of Building Standards, be appointed by the Mayor with confirmation of Council, and shall be known as the Chief Enforcement Official.
