"Engineer" means a person trained in, skilled at, or professionally engaged in the application of scientific principles as to design and construction of structures, equipment and systems and holding a certificate of registration under Ohio R. C. 4733.14 or 4733.19 and registered pursuant to Ohio R.C. 4733.01 et seq.
