(a) No building shall be erected or constructed within Fire District I nearer to the street than the average distance of all other buildings facing thereon in the same block; and on streets where the first building in the block is to be constructed, the setback distance shall be not less than forty feet from the edge of the street right of way.
(b) In Fire District I, no building shall be erected or constructed nearer than five feet to any property line.
(c) In Fire District II which includes that part of the City not contained in Fire District I, no buildings shall be constructed less than five feet from the adjoining street right of way, and, in no case, less than thirty-five feet from the centerline of the street right of way.
