"Public utility" means any person, firm, corporation, governmental agency or board fully authorized to furnish, and furnishing to the public, electricity, gas, steam, telephone, telegraphy, fiber optics, transportation, water, sewer or any other similar essential services or utilities and possess a certificate of convenience and necessity from the Public Utilities Commission of Ohio or be municipally owned and operated.
