(a) No person shall place or dispose of in any manner any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material of any nature upon any public park and property. This includes, but is not limited to, soil, gravel, trees, branches and other organic materials.
(b) The City may, with the approval of the Parks and Recreation Director, dispose of organic materials such as leaves, branches and soil in areas designated by the Parks and Recreation Director.
(c) Signs shall be posted prohibiting littering and dumping at all park entrances.
(d) Whoever violates this section is guilty of a misdemeanor of the first degree.
