As the method of levying the fee to be paid by the inhabitants of the City for the sewer maintenance charge, there is levied and assessed upon each lot, parcel of land, building or premises having any sewer connection with the sanitary sewerage system of the City or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly into the sanitary sewerage system, a sewerage service charge or rental payment which shall be a percentage as determined by the Director of Finance and as approved by the Water and Sewer Committee of Council of the total water consumption charge for the regular water billing period for domestic use, and an equal percent of the water consumption charge for the amount of sanitary sewage and industrial waste that enters the sewerage system as determined by the Medina County Sanitary Engineer for commercial and industrial use.
The basis for such determination shall be the contract currently in effect between the City and the County setting forth therein the rates in Sewer District 500. An additional flat rate charge as determined by the County Commissioners shall be levied against each unit of service as determined by the County Sanitary Engineer.
