373.12 BICYCLE LICENSE TAGS; RECORDS; DISPLAY; FEE; TRANSFER.
   (a)    The Police Department shall provide reflective tags having the registered number in numerical order, suitable for attachment upon each bicycle. The tag should be attached to the front frame under the handle bars and must be plainly visible at all times. The removal of any tag except by the proper authority shall be a violation of this chapter.
   The Police Department shall maintain records reflecting the date of issuance of each license, the name and address of each applicant, the names of parents of each minor applicant who should be the owner thereof and also a record of the make and manufacturer's number on each bicycle registered and the name of the dealer or person from whom the bicycle was purchased. The Department shall issue an exact copy of the registration record to each applicant.
   (b)    The license for each bicycle shall be free. The license shall be transferred with the bicycle whenever the ownership of the bicycle is transferred to any other person. The new owner shall notify the Police Department within forty-eight hours after such sale or transfer.
