(a) No resident shall operate or use a bicycle on any of the streets, alleys or public highways of the City without first obtaining a license from the Police Department.
(b) The Police Department is authorized and directed to issue bicycle licenses upon written application. The license shall entitle the licensee or any duly authorized agent to operate the bicycle on all the streets and public highways within the City.
(c) Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
