No person shall drive any vehicle designed or used for the transportation of goods, wares, merchandise or materials over or upon any of the following streets or highways in the Municipality where signs are erected giving notice of such restriction (and no such street or highway shall be designated as a truck route), except while delivering or receiving such goods, wares, merchandise or material to a place abutting in such street, and then only by proceeding by a route which will follow to and from the nearest street intersection to such place of delivery. An exception to this section is hereby created whereby the Safety Director may, on a temporary basis, and in writing, designate streets listed herein as being available as a truck route for a defined period of time.
