The Commission shall review on a quarterly basis the rates charged Medina residents for gas, electric, water, sewer and sanitation collection and shall have the power to recommend to Council any action, program, plan or legislation which the Commission finds or determines to be necessary or advisable. The review shall include cash flow projections, operating expenses and budgeted expenditures for capital equipment and improvements.
