(a) The Utility Rate Review Commission shall consist of five members, each appointed by the Mayor, subject to the confirmation of Council.
(b) The membership shall be representative of the following areas:
(1) Financial,
(2) Commercial,
(3) Industrial,
(4) Residential property owner,
(5) Residential property renter,
(c) The term of the five members shall be three years, except that of the initial membership of the Commission, one member shall be appointed for a one-year term, two members shall be appointed for a two-year term, and two members shall be appointed for a three year term.
