12-2-8: STREET GRADES:
   A.   Minimum Grade: The minimum grade of all streets shall be four- tenths percent (0.4%).
   B.   Maximum Grade: Except where unusual topographic conditions justify an exception, the maximum grade of all streets shall not be greater than the following:
