10-5-2: DEFINITIONS:
Unless specifically defined below or elsewhere in this Code, words or phrases used in this chapter shall be interpreted to give them the meanings they have in common usage and to give this chapter its most reasonable application:
HARD SURFACED: All driveways within recreational vehicle parks shall be constructed with a hard surface as follows:
   1.   Double bituminous covering on a six (6") inch layer of gravel; or
   2.   Six (6") inch bed of gravel and two (2") inches of blacktop compacted to one and one-half (1½”) inches; or
   3.   Concrete built to such specifications as shall be established by code or regulation: or
   4.   Such other hard surface as shall be approved by the City Council.
   5.   Packed gravel may be approved as a hard surface for recreational vehicle parks of 20 or fewer site/spaces, at the discretion of the Planning Commission and City Council, provided such approval does not violate existing flood plain regulations.
NON-SERVED: A “non-served” space is one that does not have a water and sewer hookup.
OCCUPIED SPACE: The total area of earth horizontally covered by the structure, excluding accessory structures.
RECREATIONAL VEHICLE: A transportable vehicular structure designed for temporary living quarters for recreational, camping or travel use. It either has its own motive power or is designed to be mounted on, or drawn by an automotive vehicle, such as a fifth-wheel, motor home, truck, including a camper, travel trailer or camping trailer.
