10-4-12: UNAUTHORIZED DISCHARGES A PUBLIC NUISANCE:
Discharge of stormwater in any manner in violation of this chapter or of any condition of a permit issued pursuant to this chapter or a stormwater discharge permit issued by the state is hereby declared a public nuisance and must be corrected or abated by the owner/operator.
