It is unlawful and an offense for any person to deposit for collection on any street, alley, or parking of the city or on any private property, any refuse, rubbish or trash which is not in containers required herein. Each day such is permitted to remain loose in an alley, street or parking shall constitute a separate offense. (1987 Code § 17-205)
