8-3-4: RESERVATION OF RIGHT:
   A.   Collection: The city reserves to itself the right and privilege to collect, remove and dispose of and to provide for the collection, removal and disposal of all garbage, rubbish, refuse, waste, trash and unwholesome and unsanitary matter within the city, either by contracting with some suitable person(s) for the removal of such or by removing the garbage, rubbish, refuse, waste, trash and unwholesome and unsanitary matter by city employees, at its discretion, or by some combination thereof.    B.   Superintendent Of Sanitation Department: If the city does not elect to enter into a contract for the collection and removal of garbage, refuse and rubbish as contemplated in this chapter, the city manager shall designate an appropriate department to enforce this chapter and all other sections of this code and city ordinances relating to sanitation. The person in charge thereof shall inspect the work of garbage and rubbish collection and observe premises in general to see that all regulations which relate to the placing, keeping and removing of garbage and rubbish are strictly enforced. This section shall not take away any of the authority or lessen the duty of any other city officer to enforce this chapter or any other section of this code or city ordinance relating to sanitation.
