7-2-2: DEVELOPER RESPONSIBLE FOR CONSTRUCTION AND MATERIALS:
The landowner or developer shall be required to furnish all the necessary tin horns or culverts, shall provide the necessary drainage material and equipment and shall be solely responsible for the construction of the roads or streets. (1987 Code § 14-205)
