7-1-4: OBSTRUCTING WITH MERCHANDISE; APPROVAL REQUIRED:
   A.   Compliance Required: It is unlawful for any person, firm or corporation to place upon or permit to be placed upon the sidewalks, parkways, streets and alleys of the city any goods, wares, articles of merchandise or any other obstruction, and leave same thereon; or to use the same as a place to carry on a business or trade, except as permitted in this section.
   B.   Request For Permission: Any person desiring to use any public sidewalk, parkway, street, alley or other public area for the temporary placement of any goods, wares, articles of merchandise, or other obstruction, or to use such areas as a place for the temporary conducting of a business or trade, shall first submit a written request for such to the city administrator. Such written request shall contain, but shall not be limited to, information pertaining to location, purpose, date of usage requested, and such other information as may be deemed pertinent. Following review of the request, the city administrator, if approving the request, shall direct the issuance of a letter of authorization to the requestor setting forth such conditions of approval as are determined to be in the public interest.
