(A) No person shall sell or dispense at retail or wholesale, or have in his or her possession for sale, any distilled spirits, wine or malt beverages, or manufacture the same in the county unless he or she shall first procure and have issued to him or her a license under the provisions of this chapter. Each license issued shall be applicable only to the specific premises shown thereon and shall not entitle the holder of the licensee to sell from any other premises within the county.
(B) No license for the sale of alcoholic beverages at retail shall be used for any premises unless the applicant for the license is the owner of the premises or is in possession of the premises under a written lease for a term of not less than the license period.
