No plantings shall be made by anyone other than cemetery employees in the First Addition to Memorial Park Cemetery. No structure that would extend above the ground level, except as provided by § 97.62 shall be permitted in the First Addition to Memorial Park Cemetery, except on veterans' graves, where only United States Government markers are permitted. Cut flower receptacles of metal or other durable material will be permitted only if installed flush with the ground level. No wooden boxes or aboveground flower receptacles of any kind shall be permitted except during Memorial Day observance.
