§ 54.115 LOCATION; PERMIT; FEE.
   (A)   Monuments shall not be installed on grave spaces but shall be located on solid earth and aligned and located as directed by the Public Works Director, or his or her designee. Approval of the location of all monuments must be obtained from the Public Works Director, or his or her designee, before a monument is set. No monument shall be placed upon a lot unless it is first approved by the Public Works Director, or his or her designee, and the lot has been paid for in full. Markers shall be placed at the head of the grave and shall be located five inches from a lot line. Foundations for markers and monuments shall be flush with the surface of the ground and shall extend beyond the base of the monument a distance of five inches on each side and end, and shall not exceed 24 inches from front to back.

   (B)   No person shall erect any marker or monument in any city cemetery without first obtaining a monument permit from the City Clerk. The fee for the permit shall be set by ordinance of the City Council and is set out in Chapter 38, Fee Schedule.
