(A) All plantings and other improvements to lots shall be done under the direction and with the approval of the Public Works Director. No trees or shrubs shall be planted, removed, or pruned except under the direction and with the consent of the Public Works Director. The planting of rose bushes or any spreading shrub is prohibited. No trees shall be planted without the approval of the City Council.
(B) Copings, fences, curbs, and hedges on or around cemetery lots are prohibited. Those structures or markers established on any lot previous to the effective date of this section which have, in the judgment of the City Council, become unsightly by reason of neglect or age shall be removed.
(C) Receptacles for cut flowers will be permitted on cemetery lots if installed flush with the lawn. Winter decorations may be maintained on graves until March 1 of each year. If the decorations are not removed by March 1, they will be considered abandoned and will be removed by the Public Works Director. Aboveground flower receptacles will be permitted on lots and graves during Memorial Day observance, but shall be removed by the Public Works Director, or by the lot owner, by the following June 9.
(D) Except in the First Addition to Memorial Park, chairs, settees, benches, and urns shall be permitted, but only if properly installed and maintained. Failure to properly install or maintain the structures shall be cause for their removal.
(F) No elevated mounds shall be built over graves and no lot shall be filled above the level established by the city.
