(A) The city shall convey lots in any city cemetery by the issuance of a certificate by the City Clerk, signed by the Mayor and countersigned by the City Clerk under the seal of the city, specifying that the person to whom the certificate is issued is the owner of the lot or part of the lot described therein by number as shown on the map or plat of the respective cemetery for the sole purpose of interment.
(B) The certificate described above shall vest in the person to whom it is issued, his or her heirs and assigns, a right in fee simple to the lot for the sole purpose of interment under the provisions of this chapter and other regulations of the City Council.
(C) The certificate shall not be issued until the amount for the specified lot or part of lot has been fully paid.
