§ 54.029 DAMAGED AND LOST BOOKS; BOOK REMOVAL.
   (A)   Any person who injures or fails to return any book taken from the library shall forfeit and pay to the library not less than the value of the book in addition to any replacement costs and penalty which the library may assess.

   (B)   It shall be unlawful for any person not authorized by the regulations set by the City Council to take a book from the library, without the consent of the Library Director or an authorized employee of the library. Any person removing a book from the library without properly checking it out shall be deemed to be guilty of a misdemeanor.
