(A) The application for an alarm system permit shall be accompanied by a connection fee in the amount of $100.
(B) The owner or lessee shall pay annually, in addition, a maintenance and monitoring fee in the amount of $90.
(C) If the alarm component is an automatic dialer to be interconnected to a telephone in a city department, or is a system which provides for a third party relay of calls to such a telephone, the owner or lessee shall pay to the city department annually a monitoring fee in the amount of $50, and a fee in such amount shall be paid, in the first instance, with the application for a permit.
