   131.02 SENIOR CENTER AND COMMUNITY ROOM COMMITTEE. (REPEALED)

   131.03 ACTIVITIES COMMITTEE. (REPEALED)
   (EDITOR’S NOTE: Former Section 131.03 was repealed by Ordinance 2017-42.)
   131.04 CITIZENS ADVISORY COMMITTEE.
   (a)    There is hereby established the Citizens Advisory Committee which shall be constituted and have such powers and duties as hereinafter set forth.

   (b)    The Committee shall consist of not more than fifteen members, all of whom shall be appointed by the Mayor on or after January 1 of each year, such appointments subject to the concurrence of a majority of the members elected to Council. All members shall be residents of the Municipality and shall not hold other municipal elected office. The Committee shall select one of its members to serve as its Chairman.

   (c)    Members of the Committee shall serve on the Committee until December 31 of the year in which they were appointed. If, for any reason, there is a vacancy on the Committee and the Mayor determines that such vacancy should be filled, then the appointment of a successor shall be made in the same manner as an original appointment.
   (d)    The members of the Committee shall serve without compensation.
   (e)    Pursuant to the terms of the Charter, the Mayor shall supervise the functions and duties of the Committee. Unless otherwise provided by the Mayor, the Chairman of the Committee shall establish meeting dates for the Committee and shall preside at all meetings.
   (f)    Unless otherwise provided by the Mayor, it is the function of the Committee to review matters of general concern regarding the management, operation and effectiveness of the municipal government and its various officials, departments, boards and commissions.

   131.05 HUMAN SERVICES DIRECTOR. (REPEALED)

   131.06 AUTHORITY TO ISSUE APPEARANCE CITATIONS.
   Upon the directive of the Mayor persons holding the following positions within the Municipality, are authorized to issue appearance citations for violation of local ordinances:
   (a)    Fire Department personnel, in the enforcement of the Fire Code;
   (b)    Building Commissioner/Service Director, in its enforcement of the Building and Zoning Code; and
   (c)    Auxiliary Police Officers, in its enforcement of Chapter 351 of the Codified Ordinances
