(a) No secondhand dealer shall sell, exchange, remove from his or her place of business, or alter in any manner from the condition received, any secondhand article received by him or her until the same has been in his or her possession for at least five days after the information relating thereto, as provided in Section 717.06, is first required to be made available to the Chief of Police, except by the express permission of a duly authorized officer of the Police Division. Pawnbrokers are required, pursuant to Ohio R.C. 4727.12, to hold articles for fifteen days.
(b) Secondhand articles may be inspected by a duly authorized member of the Police Division during the retention period.
