717.06 RECORD OF PURCHASES; SELLER IDENTIFICATION REQUIRED.
   (a)   All secondhand dealers shall keep a bound book with pages numbered in sequence in which shall be written legibly in the English language, at the time of every purchase or sale, the following:
      (1)   The date and time when the purchase, exchange, or receipt of the secondhand article occurred;
      (2)   A complete description of the secondhand article, including, but not limited to, the manufacturer's trade name, model name or number, serial number, if available, and any identifying inscription or marks contained on the item;
      (3)   If the article is secondhand jewelry, sterling silverware, gold or silver coins, bullion, gems or other items made whole or in part from gold, silver, platinum or any metal, mineral, or gem customarily regarded as precious or semiprecious, a photograph of the article.
      (4)   The name and current address of the person from whom the item was purchased and his or her driver's license number or identification number from a card issued under Ohio R.C. 4507.50 to 4507.52 and the number and type and issuing company of one additional identification card typically used for identification purposes in financial transactions;
      (5)   The consideration received by the seller for the secondhand article; and
      (6)   The name and address of the employee conducting the transaction.
   (b)   All such books shall be open to inspection by any member of the Police Division of the City when duly authorized by the Chief of Police, or any person designated by him or her. No entry in such book shall be erased, obliterated, altered, or defaced.
   (c)   No person shall use a fictitious name or address when such person sells to or exchanges merchandise with any secondhand dealer in the City.
   (d)   Every secondhand dealer shall retain the records required under this section for a minimum period of twelve months.
