If a "no turn on red" sign is not posted at an intersection, a right turn may be made on red, but only after making a complete stop. While stopped, drivers shall:
(a) Look to the left to observe oncoming traffic, since it has the right-of-way;
(b) Look across the intersection and ascertain if oncoming traffic may have a left turn green arrow control, and, if it has, yield the right-of-way; and
(c) Look for pedestrians crossing the intersection in the crosswalk, since they are controlled by traffic signals and have the right-of-way over vehicles making right turns on red.
