For trips out-of-town on business of the City or its officials; for the handling or settlement of any and all proceedings in court, either civil or criminal, or before any County or State board or commission, including the preparation for such proceedings; and for the preparation and/or the supervision of the preparation of legislation, proceedings or transcripts for the levy of special assessments of any description, or for the issuance of special assessment, general, refunding or other bonds or notes, the City shall pay the Director of Law, in addition to his or her regular compensation, just and reasonable compensation for such services from funds appropriated by Council.
