When it becomes necessary or advisable, in the opinion of the Mayor, to employ special counsel to assist the Director of Law in the performance of his or her duties, the Mayor is hereby authorized to employ special counsel and to agree, on behalf of the City, to pay such special counsel just and reasonable compensation for his or her services from funds appropriated by Council. Prior to the employment of special counsel, the plan of compensation shall be submitted to Council for its approval.
