Whoever violates any provision of this chapter, or fails to comply with any rule that is established and posted pursuant to Section 959.03, shall be guilty of a minor misdemeanor and fined not more than one hundred fifty dollars ($150.00). Anyone found guilty of committing a second or subsequent offense shall be guilty of a misdemeanor of the fourth degree which carries with it the possibility of a fine of up to two hundred fifty dollars ($250.00) and up to 30 days in jail.
