All roofs of every structure shall be maintained weathertight and shall be equipped with gutters and downspouts maintained in good repair and connected to a public storm sewer or to an approved retention system.
Notwithstanding the foregoing, one or more downspouts may be diverted into an approved rain barrel and be incorporated into a storm drainage system that protects from overflow.
One or more rain barrels may be placed in a rear yard.
Rain barrels shall be covered at all times and shall not cause excessive erosion, water damage or create a nuisance on public or private property.
The installation of' rain barrels shall be subject to the review and approval of the Director of Building, and shall conform to the standards set forth by the City for such receptacles.
No rain barrel shall be installed until a permit has been obtained as set forth in Section 1335.17.
