1337.03 CONDITIONAL OCCUPANCY PERMITS.
The Director of Buildings may issue a conditional occupancy permit for a house or other structure if the weather conditions then existing prevent completion of one or more of the requirements outlined in Section 1337.02. However, the person constructing the house or other structure shall agree, in writing, that the work not completed will be completed by a date determined by the Director of Buildings and set forth in such agreement and in the conditional occupancy permit. If the work is not completed by the date set forth, then the conditional occupancy permit shall be considered to have been revoked as of the date on which it was issued and the person constructing the house or other structure shall be considered to be in violation of this chapter from the first day on which the house or other structure was occupied. In order that the Director of Buildings may issue a conditional occupancy permit, he or she must first determine that the existing weather conditions prevent completion of the work required by Section 1337.02, that occupancy of the house or other structure will not in any fashion be detrimental to the public health, safety or welfare, that it will not create any problems relative to sanitary or storm sewerage and that the life or health of any person occupying such house or other structure will not be placed in jeopardy by occupancy.
