1337.02 CONDITIONS FOR ISSUANCE.
   The Director of Buildings shall not issue a certificate of occupancy to the owner of any house or other structure intended for human habitation until all of the following requirements have been met:
   (a)   There is a continuous means of egress paved with concrete or asphalt from the house or other structure to the public street or sidewalk in front of the sublot.
   (b)   Proper provision has been made for the draining and disposal of sanitary and storm sewage and other liquid wastes in accordance with the ordinances of the City and the statutes of the State.
   (c)   All of the requirements of this Building Code and the Zoning Code have been met.
   (d)   A heating unit to be used in heating the entire house and a unit for heating hot water have been installed and are in operable condition.
   (e)   If natural gas is to be used to meet any of the requirements of this section, then such gas must be available inside of the structure.
   (f)   If electricity is to be used to meet any of the requirements of this section, then electricity must be available inside of the structure.
   (g)   A device, in accordance with the requirements of the City, as such requirements now exist or as they are hereafter enacted, must be installed to dispose of garbage.
   (h)   All excess building materials, soil or other debris shall be removed from the property surrounding such structure and all trenches or excavations shall be filled.
