The Division of Construction, under the direction of the Director of Public Service, shall have charge of and responsibility for the construction, reconstruction, repair, and maintenance of all streets and sidewalks within the rights-of-way of the City and buildings which are the responsibility of the City to maintain or under or subject to the City's direction and control, as well as the maintenance and upkeep of such vehicles, equipment, and appurtenances and other City-owned property as are the responsibility of the City.
