There is hereby created in the unclassified (volunteer) service of the City the position of Heavy Rescue Lieutenant. The Heavy Rescue Lieutenant shall be well qualified to, and under the direction of the Heavy Rescue Captain, shall direct first aid and rescue operations, conduct training and schooling activities with reference thereto, and assume such other responsibilities and perform such other duties as shall be from time to time designated or assigned by his superiors. The Heavy Rescue Lieutenant shall assume the duties of the Heavy Rescue Captain in the event of his absence or disability.
