There is hereby created in the unclassified (volunteer) service of the City the position of Heavy Rescue Captain. The Heavy Rescue Captain shall be well qualified to, and under the direction of the Chief of Heavy Rescue, shall direct first aid and rescue operations, conduct training and schooling activities with reference thereto, and assume such other responsibilities and perform such other duties as shall be from time to time designated or assigned by his superiors. The Heavy Rescue Captain shall assume the duties of the Chief of Heavy Rescue in the event of his absence or disability.
