Council, or the Director of Public Safety with the approval of Council, may purchase such vehicles, equipment, materials, apparatus and instruments as from time to time may be deemed necessary or desirable for the proper and efficient operation of the Division of Fire, and Council shall provide such buildings, structures and quarters for the housing of the vehicles, equipment and operations of the Division as may from time to time be deemed necessary or desirable for the purpose aforesaid.
