127.01 ADMINISTRATIVE RULES.
   The following procedure for maintaining rules and regulations adopted by City Council, the City Administrator, boards, commissions, department heads, and division heads is hereby established:
      (a)    All rules adopted must be filed with the Municipal Clerk after the same are adopted.
      (b)    The Municipal Clerk is required to send a copy of a summary of the rules that have changed to the Mayor, each member of Council, and the Administrator, after the same have been adopted.
      (c)    Rules become effective upon their adoption, or if adopted by City Council by Ordinance, Resolution or Motion they shall become effective as provided for in said legislation or motion.
     (d)    Any rules previously adopted and not modified shall remain in effect and copies of rules kept on file with the Municipal Clerk.
      (e)    The provisions of this Chapter shall not apply to rules adopted pursuant to Chapter 107 during a state of public emergency.
      (f)    Failure to follow the foregoing procedure shall not affect the validity of any rule or regulation adopted by City Council, boards, commissions, department heads, and division heads.
