SECTION 10 ALTERNATE PLACES AND METHODS OF ASSEMBLY, AND WAIVER OF PROCEDURAL REQUIREMENTS.
   (a)    The President of Council shall designate temporary alternate places of assembly for the holding of Council meetings and conducting the business of the City. The President of Council may also designate electronic methods of assembly for Council meetings, including without limitation, conference calling, videoconferencing, or internet meetings. In the event that electronic methods of assembly are designated, Council shall adopt by ordinance procedures to provide, public notice of and access to such electronic meeting, and a record of all business conducted at the electronic meeting.
      (b)    During a state of emergency, the Council, the Mayor, and other officers of the City shall have and possess and shall exercise, at the alternate location or locations, or by electronic methods of assembly, all of the executive, legislative, and judicial powers and functions conferred upon that body and officers by or under this Charter and ordinances of the City of Maumee and the constitution and laws of the State of Ohio. Such powers and functions may be exercised in the light of the exigencies of the emergency without regard to or compliance with time-consuming procedures and formalities prescribed in other articles of this Charter, ordinances of the municipality, or state law pertaining thereto, and all acts of that body and officers shall be as valid and binding as if performed in compliance with such procedures and formalities.
